1. Children from birth to five years of age.

2. Children whose families/guardians reside in Annapolis County, Nova Scotia.

3. Children whose needs are not appropriately met by another agency or service.

And at least one of the following criteria must be met:

4. Children with established diagnoses that have a high probability of disability or     developmental delay.

5. Children who exhibit a significant developmental delay in two or more skill areas.

6. Children at risk for developmental delay because of medical/biological conditions.
